District 6: Rockdale, Richmond, Bloomfield, and Athens townships in Crawford County.
Northwestern REC holds nominating meetings in the early spring time. In 2023, the following Cooperative member was elected to serve as District 6 director. Her term will last three years. Elections take place June ~ August and are announced at the Annual Meeting.
Kim Docter
Mrs. Docter was first elected to the co-op board in 2007. She has completed her Credentialed Cooperative Director, Board Leadership and Director Gold certifications. Kim is the current Chairman of the Communication and Energy Solutions Committee and also serves on the Finance and IT committees.
As a graduate of Villa Maria College, Kim was honored by the Pa. Institute of Certified Public Accountants for excellence in accounting. Mrs. Docter is a Pennsylvania Qualified Municipal Collector and is serving her fourth term as Rockdale Township Tax Collector. She has been recently appointed as the Bloomfield Township Deputy Tax Collector and serves as the Treasurer for the Crawford County Tax Collectors Association. Kim works part-time at the Campbell Pottery Store and Gallery and has been employed as a substitute teacher in the Penncrest school district since 2005. Prior to 2005, she was the owner/operator of a registered home daycare for sixteen years.
Mrs. Docter attends the Millers Station United Methodist Church where she has been a member since 1984, as well as the church treasurer for many years. In her 34 years with the Erie Motorcycle Club, Kim has held the offices of President, Vice-President, Treasurer and Secretary. Kim also serves as the Western Pennsylvania Rep. and Newsletter Editor for the Retreads, an international organization for motorcyclists over the age of 40.
Kim is a resident of Cambridge Springs. She has three children, Kristopher, Emily, and Alandis and a new grandson, Isaac. She has been an active co-op member for 33 years.
